Let users pick non-active plans in the dependency picker

It's probably safe to not display plans that are done, but users should be able to pick plans that haven't started yet.

This can now be done by typing the name of the plan.

(The default selection is still restricted to active plans, but searching will be done across all plans, active and non-active).
